Overview
The primary purpose of the CPIVH is to provide empirical guidance and support to improve the health and well-being of NHPI-USAPI Veterans by identifying and addressing the priority health needs and disparities affecting NHPI-USAPI Veteran populations in the U.S. and Pacific Islands.
NHPI-USAPI service members have made major contributions to the U.S. military and national welfare, yet lack effective culturally responsive programs, services, and research to address their health disparities. Compared to non-Hispanic White Veterans, NHPI-USAPI Veterans are more likely to be female, report military sexual trauma, receive care for conditions such as diabetes, hypertension, kidney disease, cardiac disease, post-traumatic stress disorder and addiction, and are more likely to receive physical and mental health diagnoses overall.
This pilot project solicitation seeks to promote health equity by supporting pilot projects aimed at reducing health disparities and/or strengthening health and resilience among NHPI-USAPI Veterans. Project submissions may be related to any topic of health equity for NHPI-USAPI Veterans. Focus areas may include disparities in health care processes or outcomes as well as the implementation and evaluation of interventions to promote health equity for NHPI-USAPI Veterans. Projects unrelated to NHPI-USAPI Veterans will not be considered.
Priority will be given to quality improvement projects and projects that advance the provision of care (including culturally responsive or digital health models), although projects that advance knowledge of NHPI-USAPI Veterans' health disparities may be considered. Community engaged projects that include NHPI-USAPI Veterans or stakeholders in the process or team are also of significant interest.
Projects may be conducted at the national, VISN, or VAMC/CBOC level. Selected applications will be awarded FY27 operational funds. Note that FY27 funds must be spent or encumbered by 9/30/2027.

Formatting:
Please format with Arial, 11-point font, 0.5-inch margins. Application should be submitted as a pdf.
Cover page:
Please include a cover page that includes project title, project lead and team members names and affiliations, requested funding amount, and project lead email and contact information.
Project Plan:
The project plan should not exceed 2 pages, and should include these elements:
- Significance of the topic and impact on NHPI-USAPI Veterans health equity
- Approach including methods, rationale, proposed intervention (if appropriate), and analytical plan (processes or outcomes)
- Expected outcome of the project and impact on NHPI-USAPI Veterans health equity
- Indicate if the project lead had prior funding through OHE, and if so, include demonstrated success/outcomes of that project in narrative
- Team members involved in the project and their roles
- Any tools that will be developed to support project
- Community engagement and/or health equity impact of the project for NHPI-USAPI Veterans
Proposal Review Criteria
- Significance: Does the project address an area of significance for promoting health equity in NHPI-USAPI Veteran populations in the U.S or Pacific Islands? What health or healthcare disparity will be reduced?
- Approach: Are the conceptual or community framework, design, methods, and analytical approaches developed, well-reasoned, and appropriate to achieve the project's goals? If, relevant, what data source or tools will be used to assess the success of the project?
- Project Team: Does the project team have the tools and personnel to carry out the project goals? Does the project team have or incorporate individuals with lived or strong experience with NHPI-USAPI culture or working with NHPI-USAPI populations?
- Feasibility: Is it feasible to complete the project's goals within the proposed timeline and budget? If feasibility is less certain, does the project have the potential for major advances in NHPI-USAPI health equity?
- Community engagement/Health equity impact: Does the project engage NHPI-USAPI Veterans or communities directly? Does the project clearly describe how, if successful, findings will directly or in the future lead to improved health or health equity for NHPI-USAPI Veterans? Will the project yield tools that other VAs can use to improve the health of NHPI-USAPI Veterans?
Eligibility
At least one investigator should have a VA appointment.
Budget
Budgets should not exceed $50,000. A budget justification not exceeding 1 page must be included separately from the Project Plan. Depending on the availability of funding, awards up to $100,000 may be provided to support a small subset of projects.
